Guest Issues Statement on Reimplementation of Vital Immigration Program

December 9, 2021

Washington, D.C.  – Today, Congressman Michael Guest (MS-03) commented on the reimplementation of the Migrant Protection Protocol (MPP) program, also known as the Remain in Mexico Policy, after a court ruling compelled the Biden Administration to reinstate the program.

“The Biden Administration took a simple approach to the border: undo any policy implemented by President Trump without regard to its effectiveness. But we are pushing back, and we are making progress. The Remain in Mexico policy was reimplemented this week, which I have been calling for over the last several months,” Congressman Guest said in an online post.

“The President put politics over our national security [when he ended the MPP program], but the order by the court to reimplement the Remain in Mexico program is the first step in undoing the President Biden’s border crisis,” Congressman Guest added in a recorded statement.”

Earlier this year, Congressman Michael Guest sent a letter to the Department of Homeland Security that questioned the Biden’s Administration’s termination of the MPP program, accusing the Administration of terminating the program without any justification.

“The Department’s seemingly impulsive announcement lacked explanation, justification, or any other indicia that the decision had been made only after the careful deliberations and consultations that are both appropriate and lawfully required of Executive Branch agencies by the Administrative Procedures Act (APA),” the letter read.

Following the termination of the MPP program, encounters on the border reached a 20-year high in July 2021.

On August 13, 2021, a Texas U.S. District Court judge determined that the Administration’s actions to terminate the MPP program were unconstitutional, a decision that was later upheld by the Supreme Court.

Congressman Michael Guest represents Mississippi's Third Congressional District. Currently serving his second term, Congressman Guest serves as the Vice Ranking Member of the Committee on Homeland Security, as a Member of the Committee on Transportation and Infrastructure, and as a Member of the Committee on Ethics.
